DGI E-Invoicing Compliance Phases
The Direction Générale des Impôts (DGI) in Tunisia has been enforcing e-invoicing since 2014, rolling it out in phases targeting taxpayers based on business size and sector rather than strict revenue thresholds. Each phase specifies a compliance deadline, initially applying to large firms and expanding progressively (e.g., 2014, 2018, and ongoing through 2023). While early phases are documented, no recent wave-by-wave breakdown exists, and further expansions may not yet be fully detailed as of now.
Phase 1: January 1, 2014
Large taxpayers (criteria not publicly tied to turnover but based on sector/size) must integrate with DGI’s e-invoicing system.
Phase 2: 2018
Expanded to medium-sized firms and specific sectors (e.g., public contracts), with mandatory electronic submission.
Phase 3: Ongoing as of 2023
Gradual inclusion of all VAT-registered businesses, though no strict revenue-based waves are documented.
