OTA E-Invoicing Compliance Phases

The Oman Tax Authority (OTA) is implementing its e-invoicing framework through a phased rollout. The preparation phase began in October 2025 with stakeholder consultations and preliminary model design, followed by the publication of the technical specifications in November 2025 and the Service Provider (SP) standards and training workshops in December 2025. The implementation phase starts on 1 August 2026 with the 100 largest taxpaying companies, followed by an extension to other large B2B taxpayers on 1 January 2027. From 1 August 2028, the mandate expands to Business-to-Government (B2G) transactions. Additional phases and future expansions are expected to be announced by the OTA as the implementation progresses.

Phase 1: Preparation (October–December 2025)

The Oman Tax Authority (OTA) initiated the e-invoicing project with stakeholder consultations and preliminary model design in October 2025, followed by the publication of the technical specifications in November 2025. In December 2025, the OTA published the Service Provider (SP) standards and launched training workshops to support implementation readiness.

Phase 2: August 2026

The 100 largest taxpaying companies must integrate their e-invoicing systems with the OTA's platform.

Phase 3: January 2027

The electronic invoicing framework will be extended to other large B2B taxpayers, requiring them to integrate their e-invoicing systems with the OTA's platform.

Phase 4: August 2028

The electronic invoicing mandate will be extended to Business-to-Government (B2G) transactions, requiring businesses engaged in B2G activities to comply with the OTA's e-invoicing framework.

Details are speculative as OTA has not released a formal timeline or wave structure. The OTA’s IEP tender suggests a phased rollout, but no firm dates or thresholds are public yet.
